How to Get a Turkish Driving Licence: 2026 Step-by-Step Guide

The Short Answer: A Licence in 8 Steps

The licensing process in Türkiye is standardised by the Highway Traffic Law and the MEB Regulation on Private Motor Vehicle Drivers Courses. Every candidate follows the same eight steps; only the duration and the fees differ by licence class.

1. Fitness-to-drive medical report (~500 – 800 TL, 1 day)
2. Enrolment at an MEB-accredited MTSK (1–3 days)
3. 138 hours of theory training (4–6 weeks)
4. e-Sınav (1.250 TL, 10–20 days after training)
5. 32 hours of in-car training (2–4 weeks)
6. In-car exam (2.000 TL, at weekends, at least 40 minutes)
7. NVİ appointment (randevu.nvi.gov.tr, 1–2 weeks)
8. Licence delivery (3–7 working days)

The Basic Requirements (Age, Health, Criminal Record)

To apply for a driving licence you must meet three basic requirements:

Minimum Age

The age limits are set out in Article 76 of the Highway Traffic Regulation (Official Gazette 17/4/2015-29329; the first paragraph entered into force on 1 January 2016). Article 41 of Highway Traffic Law no. 2918 gives no age figures and leaves the matter to the regulation.

• M, A1, B1: age 16
• A2, B, BE, C1, C1E, F, G: age 18
• A: age 20 (21 for three-wheeled motorcycles exceeding 15 kilowatts)
• C, CE, D1, D1E: age 21
• D, DE: age 24

Trainees under 18 must provide a parent or guardian consent form when they enrol. This requirement comes not from the Highway Traffic Regulation but from the MEB Regulation on Private Motor Vehicle Drivers Courses, and it applies not only to 16-year-old applicants but to every trainee under 18.

Health Requirement

The fitness-to-drive medical report covers vision, hearing, neurological condition and general health. You can obtain it from your family doctor, a state hospital or a contracted private health provider.

Criminal Record Requirement

You must have no criminal record that bars you from holding a driving licence. The course checks this automatically through the Ministry of Justice system; you do not need to submit a separate document.

Step 1: The Medical Report

The fitness-to-drive medical report is the first and quickest step in the process. It can be completed in a single day at a family doctor's surgery.

• Where to get it: Family doctor, state hospital or a contracted private health provider
• Cost: Roughly 500 – 800 TL at a private provider — free at a family doctor
• Duration: 1 day (a straightforward examination)
• Validity: 6 months
• Document: A stamped and signed report bearing the words “fit to drive”

For commercial classes such as C and D, a psycho-technical assessment may also be required.

Step 2: Enrolling at an MTSK

Choosing an MEB-accredited MTSK is one of the most consequential decisions in the process. The right course affects both your pass rate and your total cost.

Enrolment Documents

• Turkish ID card
• Fitness-to-drive medical report (from Step 1)
• Proof of education (primary school graduation at minimum)
• Biometric photographs (ICAO standard, 4 copies)
• Blood type document (via e-Devlet)

The Enrolment Process

You complete the enrolment form under the supervision of the course director and hand over your documents. The course takes a photograph in which your face is clearly visible. Your documents are scanned into the Private MTSK Module and approved by the provincial or district MEB. Your certificate class (B, A1, etc.) is determined at enrolment.

Step 3: 138 Hours of Theory Training

Theory training consists of four main modules totalling 138 hours of classroom instruction. You may sit the e-exam once it is complete.

Step 4: The e-Sınav

The e-Sınav is the digital examination administered by MEB. It runs in every province.

• 50 questions / 45 minutes / pass mark 70
• Multiple choice with four options
• Wrong answers do not cancel out correct ones
• Your result appears on screen the moment the exam ends
• Fee: 1.250 TL (Ziraat, Halkbank or Vakıfbank)
• 4 attempts; after a failure you may book again 15 days later

Step 5: 32 Hours of In-Car Training

Candidates who pass the theory exam begin in-car training. All 32 hours must be completed before you may sit the in-car exam.

• Vehicle checks and seat-belt rules
• Moving off, stopping and changing direction
• Parallel parking and reverse parking manoeuvres
• Complex urban traffic
• Motorway driving
• Practice on every approved exam route (the route is drawn by lot on the morning of the exam)

Step 6: The In-Car Exam

The in-car exam is conducted before an MEB board and has two stages:

Stage 1: Vehicle Knowledge (a 5-minute oral test)

The examining board asks you about:

• Under the bonnet: engine oil, coolant, washer fluid, battery
• In the boot: first-aid kit, warning triangle, jack, spare wheel
• Interior controls: indicator stalk, warning lights, braking system

A candidate who answers this stage inadequately is not even taken through to the driving stage.

Stage 2: Driving (on a Route Drawn by Lot)

The driving stage was reworked by the amendment to the MEB Regulation on Private Motor Vehicle Drivers Courses published in Official Gazette 32597 of 9 July 2024; the new rules have applied since 9 January 2025. The route is no longer a single fixed circuit: it consists of at least two different routes, determined and approved in advance by the provincial or district directorate of national education with the necessary permissions. Which one is driven on the day is decided by a lot drawn by the examination board at its meeting on the morning of the exam. Memorising a single circuit is therefore not enough; you must be prepared on all of the approved routes.

• The first 4 attempts — standard
• 4 additional attempts — apply to the course within 1 week and take 2 hours of remedial training
• 3-year exemption — for candidates who passed the theory but failed the in-car exam

In-Car Exam Rules That Took Effect in 2025

• Route: At least two different pre-approved routes; the choice is drawn by lot on the morning of the exam
• Exam duration: Raised from 35 minutes to at least 40 minutes — the regulation states it “may not be less than 40 minutes for each trainee”
• Day and time: In-car exams are held at weekends between 07:00 and 21:00
• Trainees per board per day: Reduced from 12 to 10
• Reverse parking: Candidates are now allowed a second attempt at the manoeuvre
• Sitting an exam in someone else's place: The ban was raised from 2 years to 5 years

Step 7: NVİ Appointment and Delivery

Once you have passed every exam, the final step is collection at the NVİ.

1. Book an appointment at randevu.nvi.gov.tr or by calling 199
2. Pay the fees (via e-Devlet, the Revenue Administration or a bank)
3. Attend the civil registry office on the day of your appointment
4. Give your fingerprints and have a biometric photograph taken
5. Your licence is posted to your address (3–7 working days)

Total Cost and Timeline

Common Mistakes

• Letting the medical report expire — it is valid for 6 months. Keep an eye on that window right up to collection at the NVİ.
• Not knowing you can transfer courses — once your 4 in-car attempts are used up you may move to another course. See failure and attempts for the details.
• Trying to sit an exam before finishing training — you cannot sit an exam until the 138 hours of theory and 32 hours of in-car training are complete.
• Weak vehicle knowledge — study what is under the bonnet and in the boot so you do not lose the first 5 minutes of the in-car exam.
• Memorising one route — the exam route is drawn by lot on the morning of the exam. A candidate who has practised on only one circuit is caught out when a different approved route comes up.
• Missing your appointment — if you miss your randevu.nvi.gov.tr slot, rebooking can take 1–2 weeks.
