What Is an MTSK?
MTSK stands for Motorlu Taşıt Sürücüleri Kursu — Motor Vehicle Drivers Course. These are private training institutions that provide the theoretical and practical instruction required of anyone applying for a Turkish driving licence. Every MTSK is accredited and inspected by the Ministry of National Education's Directorate General for Private Educational Institutions (Özel Öğretim Kurumları Genel Müdürlüğü).
Courses may train for any licence class defined in the Highway Traffic Regulation (M, A1, A2, A, B1, B, BE, C1, C1E, C, CE, D1, D1E, D, DE, F, G). Class B (passenger car) is by far the most common, followed by motorcycle and commercial classes. You cannot begin the licensing process without enrolling at an MTSK: the course administration is the gateway that grants a candidate access to the MEBBİS system and to the e-Sınav (electronic exam) appointment process.
Legal Basis (MEB Regulation and Article 76 of the KTY)
The establishment, operation and inspection of MTSKs are governed by the MEB Regulation on Private Motor Vehicle Drivers Courses. The regulation covers:
- Requirements for opening a course and criteria for its physical premises
- Qualifications required of administrators and instructors
- Trainee enrolment and transfer
- Definition of theoretical and in-car training hours
- Rules on exam attempts and file cancellation
- Arrangements for remedial training
SRC-Courier training, by contrast, does not derive from the MEB regulation but from an amendment to the Regulation on Vocational Competence Training for Road Transport Activities, published in the Official Gazette of 29 January 2026, issue 33152; the training itself is delivered within the scope of MEB-licensed private MTSKs.
The parental or guardian consent form required of trainees under 18 also derives from the MEB Private MTSK Regulation (added by Official Gazette 4/3/2014-28931, amended by 7/3/2017-30000).
The minimum age for each licence class, however, is set not by the MEB regulation but by Article 76 of the Highway Traffic Regulation: 16 for M, A1 and B1; 18 for A2, B, BE, C1, C1E, F and G; 20 for A (21 for three-wheeled motorcycles exceeding 15 kilowatts); 21 for C, CE, D1 and D1E; and 24 for D and DE. This provision was set by Official Gazette 17/4/2015-29329 and entered into force on 1 January 2016.
How to Choose a Course
Choosing the right MTSK affects both your pass rate and your total cost. These eight criteria matter most:
- MEB accreditation: Confirm the course is registered with the MEB Directorate General for Private Educational Institutions
- Instructors: In-car instructor certification, years of experience, instructor-to-trainee ratio
- Vehicle fleet: Age of the training cars, maintenance standards, variety (manual/automatic)
- Pass rate: The school's e-exam and in-car exam success rates, where published
- Proximity to the test centre: The route on which your in-car exam will be held
- Flexible hours: Evening and weekend lessons, which matter if you work
- Price transparency: The contract should state the total fee plus every extra item (exam fees, remedial lessons) explicitly
- Location and access: Closeness to your home or workplace and public-transport links
Enrolment Documents and Procedure
Documents Required for Enrolment
- Turkish ID card and ID number (for Turkish citizens)
- A valid fitness-to-drive medical report
- Proof of education, with a copy certified by the school after checking the original
- 2 biometric photographs taken within the last 6 months
- A barcoded criminal-record document showing no record that prevents licensing
- Parent or guardian consent for applicants under 18; a copy of the existing licence for an additional class
The Enrolment Process
- You visit the course and complete the enrolment form under the supervision of the course director
- A photograph is taken at the course, with your face clearly visible
- Your documents are scanned into the Private MTSK Module
- Provincial or district MEB approval follows (automatic, 1–3 days)
- Your certificate class (B, A1, etc.) is determined
- Your criminal record is checked through the Ministry of Justice system
- Your enrolment goes live in the trainee module and training can begin
First licence application at NVİ: Prepare your identification, a valid driver medical report and 1 biometric photograph taken within the last 6 months. Class B Training Hours
Class B theory training comprises 34 hours. Before training in live traffic, candidates complete at least 2 hours on a training ground or simulator and continue until the instructor considers them ready. They then receive at least 14 hours of driving training in live traffic.

2026 Course Fees
MTSK fees may not fall below the floor price set by each provincial governorship. Bulk discounts, student discounts and promotions are prohibited; only scholarships are exempt. Class B course prices by province in 2026:

Transferring Courses and Cancelling Your File
After passing theory and failing one, several or all of the first four driving tests, you may give up any unused initial attempts and transfer to a school with a suitable vehicle to retake the class-specific training and use the second set of four attempts. The receiving provincial education directorate handles the transfer.
After failing all four initial driving tests, you can obtain four further attempts by paying the published training fee and retaking the driving training required for your certificate class within 60 days of the announcement of your last test result, at the same school or through a transfer permitted by the regulation.
Candidates who passed theory and either voluntarily withdrew or failed the driving test are exempt from theory training and testing if they re-enrol within three years of their last exam date.
