The Short Answer: 17 Classes
Driving licence classification in Türkiye is governed by the Highway Traffic Regulation, and the minimum age for each class is listed in Article 76 of that regulation. The classification is aligned with the European Union's driving licence directive 2006/126/EC. The 17 classes are separated by the type and weight of the vehicle and by the level of responsibility the driver must take on.
Motorcycle Classes (M, A1, A2, A)
Class M — Moped (Motorised Bicycle)
- Age: 16
- Vehicle: Motorised bicycle (moped)
- Top speed: 45 km/h
- Engine: ≤50 cc
- Parental consent: A parent or guardian consent form is mandatory for every trainee under 18
Class A1 — Light Motorcycle
- Age: 16
- Engine: ≤125 cc, ≤11 kW (two-wheeled), ≤15 kW (three-wheeled)
- Parental consent: A parent or guardian consent form is mandatory for every trainee under 18
Class A2 — Medium Motorcycle
- Age: 18
- Engine: ≤35 kW
- Prior licence required: None (you may apply directly)
Class A — All Motorcycles
- Age: 20 (21 for three-wheeled motorcycles exceeding 15 kilowatts)
- Engine: 35 kW and above (unrestricted)
- Recommended: An easier route for existing A2 holders moving up to A
Car Classes (B1, B, BE)
Class B1 — Four-Wheeled Motor Vehicle
- Age: 16
- Vehicle: Four-wheeled motor vehicle (quad)
- Parental consent: A parent or guardian consent form is mandatory for every trainee under 18
Class B — Car (The Most Common)
- Age: 18
- Weight: ≤3,500 kg
- Seats: ≤8 including the driver
- Also covers: Class M, B1 and F vehicles (valid automatically)
- Cost: ~33.600 - 48.600 TL in total (2026)
Class BE — B Plus a Heavy Trailer
- Age: 18
- Requirement: You must already hold a class B licence
- Vehicle: A class B vehicle plus a trailer with a towing capacity above 3,500 kg
Commercial Classes (C1, C, D1, D and Their Trailer Variants)
Class C1 — Light Lorry
- Age: 18
- Weight: Between 3,500 and 7,500 kg
- Requirement: You must already hold a class B licence
Class C — Lorry
- Age: 21
- Weight: 7,500 kg and above
- Additional document: SRC-2, 3 or 4 for commercial haulage
Class D1 — Minibus
- Age: 21
- Vehicle: Minibus — a sub-category of class D (small passenger vehicles)
- Additional document: An SRC certificate for commercial passenger transport
Class D — Coach
- Age: 24
- Vehicle: A motor vehicle with 8 or more seats
- Additional document: SRC-1 or SRC-2 for commercial passenger transport
Trailer Classes (C1E, CE, D1E, DE)
- C1E: A class C1 vehicle plus a heavy trailer — age 18
- CE: A class C vehicle plus a heavy trailer — age 21
- D1E: A class D1 vehicle plus a heavy trailer — age 21
- DE: A class D vehicle plus a heavy trailer — age 24
For each of the E classes you must first hold the licence for the corresponding base class (C1, C, D1 or D).
Commercial classes additionally require an SRC vocational competence certificate.
Special Classes (F, G)
Class F — Tractor
- Age: 18
- Vehicle: Agricultural and forestry tractors
- Note: Class B holders may drive class F vehicles automatically
Class G — Construction Machinery
- Age: 18
- Vehicle: Forklifts, excavators, cranes and similar
- Requirement: The relevant operator certificate is also required

Moving Between Classes
Moving from one licence class to another requires its own application, training and examination. The table below shows some common upgrade paths:

The Legal Basis for the Age Limits
The minimum ages for driving licence classes are set out in Article 76 of the Highway Traffic Regulation. Article 41 of Highway Traffic Law no. 2918 gives no age figures at all; it leaves the detail to the regulation. Article 79 of the regulation covers the psycho-technical assessment of licence candidates.
The thresholds now in force come from the amendment published in Official Gazette 29329 of 17/4/2015, which entered into force on 1 January 2016. In other words the 16 / 18 / 20 / 21 / 24 thresholds have been unchanged for over a decade; no new age regulation has been made for 2026.
- Parental consent: This requirement comes not from the Highway Traffic Regulation but from the MEB Regulation on Private Motor Vehicle Drivers Courses. It applies not only to 16-year-old applicants but to every trainee under 18, and a parent or guardian consent form is required.
